The more things change at the U.S. Postal Service, the more they stay the same.
Consider this statement written 31 years ago by then-Postmaster General William F. Bolger:
"The main disadvantage of the Postal Service's present status is that the 'safeguards' that accompanied independence have tended to grow to the point that new fetters have been substituted in part for the former ones. The Postal Service continues to be overregulated, and its managers continue to have difficulty finding the authority to execute certain decisions that are necessary to modernize the service and operate the postal system efficiently."
Bolger's reference to "safeguards" came from a 1970 Congressional report that called for making the Post Office Department an independent agency, which happened the next year. Bolger quoted the committee as writing that the only way to fix the Post Office was "fundamental reform that puts complete responsibility in a single place, with appropriate safeguards. . . . Top management must be given authority, consistent with its responsibilities, to provide an efficient and economical postal system."
The overregulation of the U.S. Postal Service has become even more apparent and more damaging today. Congress demands that the agency break even yet hamstrings its efforts to reduce costs and mostly prevents it from building new sources of revenue. For too many Congress members, "appropriate safeguards" mean preventing any changes that would hurt anyone in their district regardless of the greater harm to mailers, employees, and the Postal Service from doing nothing.
Bolger's letter in answer to a questionnaire from the National Academy of Public Administration provides quite a lesson on the history and legal standing of USPS. I have posted the entire letter on Scribd.
Everyone misses the point of management, if one has a disease of Supervision and Postmasters, that are abusive, inept and emotionally unstable, their thoughts are on themselves and bonuses, now take away the incentives gained through falsifying numbers, and now this management will rear those ugly heads to craft, denying FMLA to employees,following employees on sick leave, yet never trying to improve workplace environment, privatization with universal service is the answer, and will be in the near future, the Unions are a thing of the past.
ReplyDeleteThe above author has a fact problem, 75 percent of who voted for the APWU contract?, was not even half of the APWU member's who voted for the contract, 75% of less than half of APWU members voted for the APWU contract, they were truly sheep led to the slaughter, try that now, but the APWU set up failure for the rest, if the APWU was given the contract in arbitration, no one could blame anyone but economics, then that arbitration could still have been the model for the rest of the unions, Cliff Guffey, APWU President, just killed possibly 3 more unions, and by holding VER (Voluntary Early Retirement) incentives hostage, APWU Guffey may have killed the APWU , at least the Mail-handlers union allowed their people an escape from the coming closings and consolidations, and excessing from the places they work and where they live, Goodbye APWU!

Hey, catlitterbox: Three pieces of advice: 1) If you read or hear anyone going on about how to get rich from blogging, keep your hands on your wallet and run away from them as fast as you can. 2) Don't just blog because everyone says it's the thing to do. Millions of blogs have been started and abandoned because they were accomplishing nothing. 3) Think about how your blog can offer something unique that people really want or need. No one wants or needs to hear your opinions, unless you're an expert on something they care about.
